Open Enrollment is May 15-29
Open Enrollment for health benefits and flexible spending accounts (FSAs) will be held from Friday, May 15 – Friday, May 29, 2026. In order to participate in open enrollment, you will first need to register in Cardinal (HCM), which is the Commonwealth of Virginia (State) employee benefit system.
Registration is a multi-step process and may take some time to complete. To begin: locate your 11-digit Cardinal (HCM) ID in PatriotWeb and register in Cardinal.
